Samantha Loeb was the wife of Agent Mitchell Loeb, and conspired with him to free David Jones.
About
She rushed to the hospital when her husband was admitted with life threatening parasites attached to his heart. Agent Broyles met her and consoled her on her arrival. She went to Walter's Lab to see her husband. Olivia talked with her and assured her that Walter was a good bet to cure her husband. She gave Olivia a copy of A Christmas Carol that contained encrypted clues to the covert science cells behind the Pattern.
Her presence in the lab was two-fold. Overtly, she feigned interest in her husband's recovery. Covertly, she was there to gather the answer to David Jones question... Little Hill.
In Bound, she attempts to kill Olivia when directed to do so by Mitchell Loeb over the phone, but ends up being the one shot dead by the agent defending herself. The shooting occurs in the Loeb's residence.
