The conversation between Broyles and Sharp in The Same Old Story suggests that Broyles is, at a minimum, in charge of recruiting members of the science team, and briefing the Committee.
During the one meeting shown, Broyles stands in front of a crest with the motto Pro Patria Et Gloria, a Latin phrase which translates to "For Country and Glory". This was the motto of the U.S. 107th Infantry Regiment (National Guard) that served in World War I.
In the second season premiere, Broyles finds himself in front of another oversight committee. This one is paneled by U.S. Senators that appear intent on closing down the Fringe Division - for lack of tangible results. Senior Agent Broyles makes an impassioned defense for his crime fighting team, appearing to retain funding and support for some additional length of time.
