The Evaluation System is an elaborate series of tests designed to "activate" Cortexiphan-positive individuals and their dormant abilities. To date, only the first test has been shown, and it remains unseen as to who designed the Evaluation System.

In Ability, David Jones gives a key to Olivia and sends her to an amusement park in Salem to recover a box containing what Jones describes as an "Evaluation System". Accompanying the box is the following letter from Jones:

Miss Dunham, I know how this appears, that I've sent you quite a distance to pick-up a box of children's games. But what I've hidden here is not a game at all. You are holding an evaluation system. A series of tests designed to cultivate specific innate skills present in particular individuals. Do the first test only. Complete it successfully, and come back to see me. Do this and no one else will die.

According to Peter, the system contains ten different tests.

The first test

Test 1
Test 1 - lights on

The test involves a wood case containing a 7x7 grid of small lights. Two of the spaces near the lower left in the grid do not feature lights, leaving a total of 47 lights. Instructions are read by Peter:

Turn switch on. The recruit sits no more than twenty-four inches away from the device, but cannot touch the light board. Recruit focuses on light board. The object of the test is to systematically shut down the lights so that ultimately, none are illuminated.

In Ability, Walter points out that the term "recruit" is also used in the ZFT manuscript. Olivia has Peter program the box to turn off the lights automatically in order to fool Jones. However, she later has to face a similar device attached to explosives and she is successful in turning off the lights without any assistance.
